BS 9991:2024 — Fire safety in the design, management and use of residential buildings

What it is for

BS 9991 does for residential buildings what BS 9999 does for everything else: it is a code of practice covering fire safety through design, management and occupation, offering an alternative to the prescriptive route in the Building Regulations guidance and providing the technical benchmark most often applied when judging whether an existing residential building's arrangements are adequate.

The 2024 edition was a substantial revision rather than a light refresh, and it consolidated guidance that had previously been spread across several sources.

Scope and typical application

It addresses residential buildings — principally blocks of flats, and also other residential accommodation and the residential elements of mixed-use developments. It covers the design questions (means of escape, compartmentation, detection and alarm provision, firefighting access, evacuation strategy) and the management questions that follow once the building is occupied.

For anyone working on existing housing stock, the most-used material is the guidance bearing on evacuation strategy and on the fire protection measures a strategy depends on. A stay-put strategy is only as good as the compartmentation and the fire doors that make it credible, and the standard is where the expectations for those are set out.

Where a building is being assessed rather than designed, BS 9991 is not the assessment methodology — BS 9792:2025 is. The two work together: one describes what good looks like, the other how to evaluate what is actually there.

How it relates to legal duty

A British Standard is not law. For new building work, compliance with the Building Regulations may be demonstrated by following Approved Document B or by an alternative route meeting the functional requirements, and BS 9991 is a recognised alternative — a decision to be agreed with building control rather than taken unilaterally.

For occupied residential buildings, the duties come from elsewhere: the Regulatory Reform (Fire Safety) Order 2005 in England and Wales, extended in England by the Fire Safety Act 2021 and the Fire Safety (England) Regulations 2022, and in higher-risk buildings by the Building Safety Act 2022 regime. BS 9991 supplies the technical benchmark those duties are commonly measured against; it does not create them.

What this means in practice

Two things are worth checking. First, that anyone quoting clause numbers from BS 9991 is working from the consolidated version incorporating both corrigenda, because a correction that changes a figure or a table is exactly the kind of thing that propagates quietly into a specification. Second, that the evacuation strategy assumed in any design document still matches how the building is actually managed and occupied — a strategy on paper that the building no longer supports is a common and serious finding.

Status and currency

BS 9991:2024 was published on 27 November 2024 and is current. Two corrigenda have been issued against it, in June and September 2025.

One note on verification: BSI's own product page does not list the corrigenda, while the NBS publication index records both. Anyone relying on specific clause numbers should confirm directly with BSI which consolidated version they hold.
