Fire Risk Assessment

A fire risk assessment is a structured process, not a document produced at the end of one. It identifies what could start a fire and what would fuel it, how fire and smoke could spread, who is at risk and how vulnerable they might be, and whether the existing precautions are adequate for that combination.

What it covers

The adequacy of means of escape and the time available to use them. Fire detection and warning arrangements. Fire-fighting provision. The condition of compartmentation and fire doors where the building relies on them. And the management of fire safety over time — testing, maintenance, training and record keeping — because precautions that are not maintained stop being precautions.

The output that matters

The value of an assessment is in its action plan: findings rated by risk, expressed in terms specific enough to act on, and prioritised so that the duty holder knows what to do first. A report listing observations without that structure transfers the analytical work back to the person who commissioned it.

Review

An assessment is not a one-off. It should be reviewed regularly, and again whenever something changes materially — the building's use, its layout, its occupancy, or the guidance that applies to it. An assessment that no longer describes the building is worse than none, because it creates the appearance of compliance without the substance.
